OTTAWA, ON, July 10, 2020/NCCR / – In keeping with its commitment to fair agreements for both employees and Canadians, the Government of Canada reached a preliminary agreement on July 9, 2020 with Canada`s largest public service union, the Public Services Alliance of Canada (PSAC). If ratified, the Canadian government will have reached agreements covering nearly 60 per cent of public officials for this round of negotiations. The three-year interim agreement applies to nearly 84,000 federal employees represented and unpresented in the Program and Administrative Services (PA) group. The provisional agreement would provide for overall economic and group increases of 6.64 percent over three years, ending in July 2021, with the smallest increase last year, in line with the current economic environment. New provisions on nursing leave, extended parental leave and up to 10 days of domestic violence leave are also included in the provisional agreement. A major public sector agreement in Denmark, which includes 850,000 employees, was renewed in the first quarter of 2015.
The agreement is valid for three years, a sign that the social partners expect positive economic development. An important change is the adaptation of the “regulatory mechanism” for speed agreements: this means that if wage increases in the public sector exceed those in the private sector, a downward adjustment is immediate so that the public increase is equivalent to that of the private sector. This article presents some of the main developments and results of research on wages and collective bargaining in the public sector in the EU in the third quarter of 2015. It focuses on a growing trend towards restoring wages in public sector agreements. I am pleased that PA employees, many of whom have supported critical services for Canadians during the pandemic, have a new preliminary agreement and that all employees represented by PSAC are receiving compensation for the burden the Phoenix pay system had on their lives. This is proof of our commitment to reaching fair and equitable agreements taking into account the current economic and fiscal environment. In Greece, collective bargaining is increasing. Earlier this year, a draft law was sent for public consultation, which provides for a return to collective agreements for civil servants. It includes judicial and government officials, public bodies and local authorities such as municipalities and prefectures. The bill proposed to negotiate employment contracts between trade unions and the government (represented by the Minister of the Interior and Reconstruction and the Minister of Finance); Contracts would include remuneration (general contracts), but also employment (special contracts). .
